My observation of the specimens of Colombian market 4Xs that have recently been imported is, they've been treated like tractors and, just like any tool, you do what you have to to keep it running.
If that means rebuilding the 2Fs on the side of the street, grabbing parts from a literal pile of unknown origin, and making it all work, then that's what's gone on.
That's not really rebuilding in the same way that some of the proclaimed restorations aren't or described originals are not.
Not picking on that market, because the same type of ambiguity in description occurs in the U.S., too, but a little easier to quantify a domestic rig than one a long swim away.
If your buddy doesn't know the difference, and he's there physically looking at it, my unsolicited advice is to advise him to either self educate, then return to find a 43 that does pass muster, or find a local that's familiar and wired into that scene, that could do so on his behalf.
There's several Mudders who are on the ground there, wired in, and I'd bet cash money have prolly passed on this truck, because thier operation seems to acquire those that are worthy. I can't name, because I don't know the Colombian counterparts personally, and doubt you'd get any response from the individual I do know in the U.S., so offer this.
Troll through the 42/43/45 classifieds and hunt for an advertised truck that's in Colombia, message the poster with offers of compensation, and see if he'll offer opinion of the deal.
If I'd had any dealing with him, I'd message on your behalf, but haven't and don't want to overstep my bounds.

There are good Cruisers there, but the owners aren't blind and they typically command a premium. If your buddy is anticipating an ROI, he damn sure better know what he's getting into, because the right shade of lipstick makes the ugliest pig attractive to one, while all others see through the facade.
