gonna drill my frame to remount steering box , what drill bits should I use and is this gonna be a pain

many sizes ( 3 or 4 ) step from 1/16 to final.

Many of 'em: 3 or more of the smallest, ya may snap one or two.

2 of the remaining....incase one dulls, or snaps, ya gotsa spare :)
 
Why drill to remount? Problems with existing openings?
 
Good sharp bits are important, but it's also VERY important to use a GOOD corded drill. Forget using a cordless drill. I really like my B&D Professional-series 1/2" drill for stuff like this, it'll rip your arm off if you stall the bit.

If you can keep your bits sharp (love my Drill Doctor!), you shouldn't have much trouble, it's not like your drilling through a titanium bank vault door! Keep the bits cool and lubricated with some cutting oil or even plain oil.
 
How many holes? When I put on my tow hooks, I did two 3/8" holes with a corded drill, a little oil, and just one bit (it was the "step" type, with a built-in pilot point). If you're drilling from underneath, be sure to wear some eye protection--nothing like hot metal shavings in your eye to ruin your day. . . .
