Have had my roof rack for 6 months and had been wanting to add a AX / Shovel mount. I couldn't see forking over the $60-$75 warrior wanted. Went to home depot got some 3" x 3/8" bolts, fence hardware, washers and fly nut. Total cost was less than $5.00. Might work for a jack as well. Plan on painting them black soon.

Well done! Did you have a hole in your rack support or did you have to drill one? Assuming that's how it mounted...

after looking at your pic, u could use conduit strap/hold downs... They are one sided and you can get them in different sizes... something like this... 3#1 - 3#2/0 1-Hole Service Entrance Cable Straps (10-Pack)-26218 at The Home Depot

If there is enough diameter in the bolt, you might think about drilling a small hole through the bolt. Then you could use a luggage lock to deter someone from stealing your shovel. It would also serve as a way to prevent the wing nut from loosening and dropping you shovel on the freeway.

Another solution would be to use a nylok wing nut. but these are very difficult to take on and off by hand. You might need a torque-enhancing tool of some sort.
 
Agreed, while this is a nice $50 mod, the security of the tools would be my main issue.. Maybe drill extra holes in the non-used sides and run a cable lock through it?
