If you cant tell, neither can we. It needs inspection close up. I have never seen anything like that before. The quality of the welding could be a sign of other work done. I would be sending a flurry of "please explain" emails or walking away.

It could be a cheap repair job for an accident or corrosion damage. Or a number of other things.

Why not finding a similar truck in better shape?
