Cowl question

I have a 2000 LC, and decided to pull the cowl to repaint. In doing so, broke most of the weather strip clips, and the clips on the cowl (near the center line).

Questions:

1) will new clips for the weatherstrip be enough to hold in place - or should I add some 3m tape?
2) Does the cowl have to come out if I replace the windshield?

The clips held it in place originally. Buy new clips and reinstall. I've had mine off to clean and found missing clips. No problems with the rubber moving around. Have new clips, just haven't gotten around to replacing the old ones.

Yes, cowl cover has to come out to replace windshield.
