Check ATF level: engine on or off?

well, don't know about your FSM, but mine not only is likely wrong on the amount of ATF you have to put back in there after a plug drain (I also got over 4 qts not 2 as per manual) but it is also rather less than forthcoming about whether one should check the hot ATF level with engine on or off. Vaguely seems that it should be on per FSM but not sure. Thing is that it seems to make a big difference in the level (pump sucking fluid up someplace even in Park?), at least from a quick look.
So what is it supposed to be: engine on or off?

well, doesn't seem like it's in the owner's manual either. (Or I'm blind.)
Maybe the Toy writers were getting tired by '97?

I've always assumed that you check your hot ATF levels with the engine on, and after you slowly shift from park to low and back again. I usually shift and hold for about thirty seconds each gear, each way. Also have always assumed that you check your hot motor oil with the engine off, and after about a minute to allow the oil to get to the oil pan. HTH.
