My 2013 200's catalytic converters are rattling like crazy. I've removed the outer heat shield but there is a second one. Can this be removed too? ...any other suggestions?

Thank you

You want the heat shield. It's there for a reason. The cats get hot and will radiate heat to components which won't tolerate it well.

Are you sure it's the heat shield and not something inside the cat broken loose and rattling?

To test I jammed some welding rod between the cat and the shield and it stopped the noise until the welding rod fell out.

I agree with @linuxgod, they need to be on there. On my 100, I fixed a loose one rattling using a large radiator clamp around the whole thing.

I had a very annoying rattle coming from mine a couple of weeks ago, and I feared the center core had come loose in one of them. But when I finally pulled off the BudBuilt cat guards, I found that a couple of screws on the heat shield had rotted off and it was just loose, causing the rattle. A couple of M6 bolts and nuts and the rattle is gone.
