Cargo net retention point - what is this part / part number?

Not to highjack, but what is the purpose of the cargo net? Doesn't the tailgate hold everything in. Just don't know why you need the net, unless you drive with the gate down.
 
What year is that part for, or better yet did they install I'm in the 99's? I wonder if I could retrofit if not?

I don't even have the cargo net, but it drives me nuts to see one side missing and the other there. I also figure it would be useful for some lightweight bungees for small items to keep them from flying forward on braking.

You put things between the net and the tailgate, keep them from rolling around.

Has anyone retrofit this into older model? Or maybe install some hooks for cargo net? My wife is complaining that the LC is lacking hooks and cargo net that we have in the sequoia, and I am getting tired of picking up groceries and other stuffs that roll into the middle of the vehicle.

Yes, I did it in my 98. You drill through the interior panel and into the metal of the truck, behind the panel. It uses rubber well nuts inserted into the holes you drill. Then you insert/screw in the hook which crushes/expands the well nut, making the hook tight.
