Can I still run this tire?

So I got a hitch cotter pin through the shoulder of my tire between the tread blocks. About a 1/8th" hole. Plugged it with an Arb plug from my kit. Went easy as pie. I don't have cash for new tires right now. How safe is it to drive on?

The picture makes it look like its in the sidewall but the puncture is the higher spot.

Should be alright at the speeds these older cruisers run. I fixed one of my wife's tires that had a screw in it. It was fine for the last 4 months, although it was in the center of tread.
 
In official tiredom anything close to the shoulder or in the sidewall is considered not repairable. With all the mud on that tire it is difficult for me to see the actual puncture area. I have a patch right on the edge of the tread in one of my GY Eagle F1s on my SRT8 Challenger. It is in a grey area and it was difficult to patch because part of the patch is on the inner tire radius. I will not run this tire on the track or take it on a long hiway trip. Also it is on the rear axle and these tires (255/45/20) do not have much sidewall to flex. In addition this vehicle has onboard tire pressure monitoring with pressure readings on the instrument cluster so I can keep an eye on it at all times. At mimimum I would avoid running it aired down and I would put it on the rear axle. A blowout on the rear is not as dangerous as one on the front.
 
I have no idea where the puncture is in your picture haha. Like Dan said the rule is anything in the outer 10% of the tread shouldn't be repaired because of the flex causing the patch to come off. Have I done it before... of course, would I legally do it for a customer... of course not.
