Sedona area is pretty congested but the rim country is pretty much all forest land. Unless fire restrictions are in place, dispersed camping is available anywhere. You shouldn't have to pay unless you're looking for amenities. Just pull off the road and pitch your tent.
 
Like Rob said Sedona is pretty congested. If you just want to see Sedona then I would take a look and then head north on 89A to the rim or head up Schnebly Hill road like Claudia mentioned. Go to Coconino National Forest web site and down load the travel map that shows what road are open and which are not. They have made no effort to put up signage and it on the user to know where they can go. If your heading towards Sedona from there until you get to Mormon Lake you will be in the Coconino forest.
