So, what's the law in CA about registering a "home built" vehicle?

Seems to me you could exploit that, possibly as simply as dropping in a 2F to register it, then replacing the 4-thumper at your leisure.

There is a whole other set of rules for a home built vehicle, and you can not have some major parts of a production vehicle on a home built vehicle - such as the Frame. As stupid as the DMV may appear they are pretty savy to loop holes such as "kit" or "homebuilt" vehicles and I think that would even be harder to pass thru the system, unless it is truely home built.

I am new to this place and am very closeto exporting my 79 bj40 from Costa rica to California. But it sounds like it will be impossible to get registered legally in the US. I spoke to EPA and Dot and they told me go ahead and bring it as it is 25 yrs or older. Anyone have any other good news. i do have family in Illinois and Arizona but it sounds like it would not matter to register it in those states either. Any info would be great as i am leaving here (Costa Rica) in one month.

Go to one of the EZ-DMV outlets.
They are much more accomodating than the DMV. They charge a fee and walk your paperwork through the DMV.
Call them first and discuss it with them.
I know a guy who just brought one in from another country, he has his title in less than a month.

did this happen in California or another state as I only find ez dmv in arizona and a couple of other states

With the 25 year rule you will not have any problems with title or registration in California, the BJ40 is the same safety speces at 40 sold during that time (not that they check on 25 year old or greater) and emissions for 25 year or greater do not have any.

You are fine in California.

I have been checkin this thread for a while and had a feeling things would finally pan thru
I imported both an HJ60 and BJ70 into CA from Canada with absolutly NO problems whatsoever.
Totally depends on the DMV person working at the time
they have to be totally clear on the vehicle and all RI paperwork must be in check , if thats all cool titles come in 2-3 months

Henry Brimmer from Toyota Trails must have given up to easily !

Awesome dude!!! Glad it finally panned out. Do tell the closing parts of the story, we would all like to know! Maybe the DMV you went to? Worker at the time? Maybe the small town DMV is the way to go? Guys there understand more!

I grew up in Fort Bragg, CA. DMV the size of a 3 car garage. Won the CA DMV kindness award 3 years in a row...out of all DMVs. Not saying they would be easy...but they would sit there, look at your papers, and prolly pass it on through....great bunch of people there.

Basicaaly, DMV wanted to see an emissions sticker. Regardless that U.S.EPA classifies it legal after 21 yrs. So i obtained a emissions control label from an RI, then had it reinspected and a new VIN verification form filled out by the CHP, this time verifying that there was a emissions label attached. The RI has the authority to issue these labels if in fact the vehicle does meet the DOT and EPA laws. So rather than skirting the law with fake labels(from junk yards or made up) i really wanted to have this thing done completely legal so these idiots don't come back to screw with me. SO, if your importing a vehicle from Canada to California, you might(as i did) be required to show an emissions control label Some importers that are aware of this include this sticker during there inspection. My RI didn't initially do this so mine got flagged. Had it been there from my first meeting at the DMV, this thread wouldn't have happened. I have two friends that have BJ's(1-82/BJ42, 1-83/BJ42). Both didn't have any problems after bringing them down but there RI's included emissions control labels.

Congratulations and welcome to the Diesel club in CA. Just as an FYI I have an 84 BJ42 and do not have any emmisions sticker and it is titled and legal.
