Cable stuck in conduit - Any tricks?

If the building in question is not connected to the building with the main service then the building in question will need to establish its own system ground and tie to the neutral. Also if the service is run in PVC no ground wire is needed because the building in question established its own ground.
 
for the ground rod- try to pound into the most solid dirt you can, prob with a roto hammer. for the conduit youre prob ok with 1.5 inch but do check local codes since number wires times gauge equals x- temp.
i didnt catch it before if you solved the stuck wire issue but if youre able to get at the elbows why not clip the wires and pull them out straight with vice grips or something? when running new wire back in run braided copper and not solid and dont run romex in conduit.

You can go and buy what is called "slip" used for data and I suspect high voltage cables. Also, you cannot put low voltage and high voltage cables in the same conduit. It is against code.

Now, if you can call some plumbers with a long boroscope, call them in, and see if they can put the scope though the conduit. See where the obstruction is located. Do you have any big trees really close to where you think the conduit may be located? Possible the tree root is pushing on the conduit.

I have done tons of low voltage pulls in underground conduit. last one, the idiot that poored concrete footing for a sign, some of it pored into the conduit. Drove 3 hours each way three times, because the plumber said "I got the concrete out"
