Yeah - that solenoid is a plunger. It has to be energized to move the rod so it won’t block fuel.

Since you’re replacing it anyway, no harm in damaging it.
First try running the engine with the solenoid O-ring at the end of its plunger removed. That oring seals off the gas. Maybe if it’s missing, gas will be able to flow by.
If that doesn’t work — time for more extreme measures…. I wonder what would happen if the end of the plunger rod was cut off?
My guess is that that the engine would run fine - exactly as if the solenoid was always open.
Of course you’d likely experience dieseling at shut down without a FCS but that’s just a minor annoyance and can be prevented by turning off the engine then immediately letting out the clutch while in gear to stall the engine.
These ideas are guesses. I don’t know-if mangling a FCS will work.
