When I flip my lights on "bright", there is a .5 to 1.5 second pause before the lights actually switch from "regualr" to "bright".

Any ideas?
 
This sounds similar to what my 88-4-Runner was doing. I really didn't fix it, I just slammed the stalk forward and backward a few time to wear the contacts and hopefully get any moisture or oxidizing off. It eventually worked. But to do it correctly, you'll probably have to tear into the steering column
and the signal stalk and clean and use dielectric grease on the contacts.

Actually, it might not be that bad, just have to get the plastic cover off the steering column. (shouldn't have to remove the steering wheel) After that, the contacts for the brights might be visible without taking anything else off. Since I have not opened a LC column up I can't say for sure, but others (86 subaru) there were a few screws to remove the signal/light stalk and unplug the wire and out it came. I'd first start with taking off the steering column plastic (I think 5-6 screws?) and take a look around in there.
 
Not too many good ideas here but some info that may help you figure it out.

When you rotate the stalk to headlight “on” a relay closes and provides “+” to both the low beams and high beams, but the high beams do not light because unlike the low beams the high beams do not have a ground all the time. The ground for the high beams is provided via the switch steering column,

getting into the coiumn and the switch sounds liek a good plan, how are you with a multimeter? do you have the EWD?

One thing you could try is the Slee headlight harness. Then the switch will only have to carry the current of a relay instead of the full current of the high beams this may help get the high beams to turn on faster. If not you have just upgraded your lights for $41.
