Brakes work great at speed, not so much at idle

Ok I have a 89 FJ62 with a 5.3 conversion. When I’m driving down the road the brakes work great, however if I am idling in a parking lot the pedal goes to the floor before stopping. Please help!
 
The 62 manual has a large, detailed & exhaustive troubleshooting section for the brakes.
 
Hydraulic brakes are fairly similar in all vehicles. For troubleshooting purposes, you could be looking at a Corolla manual and the general procedure for homing in on a brake problem would be the same.

Hydraulic brakes use vacuum assist to help push the brake master cylinder (so it's not so dang hard to push). Find a symptom that's similar to yours in the brake troubleshooting section and follow its suggestions.

Usually a pedal to the floor problem or the necessity to pump the brakes is a master cylinder problem. But usually that would happen at any speed . Since you've got an issue just at idle, I'd test the brake booster too. Info how to do that is in the manual.
 
MC or Brake Booster. Check both. Could be air in the system. As OSS sez: use a troubleshooting guide and be methodical about it.
