brake/tire problems??

i just replaced my passenger front rotor/calaper and pads all new. the reason was because it felt like the brake was dragging. the rotor had bad groves. and the brake does not seem to be dragging any more, but the wheel is still not turning freely as well as the other front tire. is there something i missed, i thought the brake job would do it. i did regrease the bearings...
 
it does seem close to the caliper and if i take the lugs loose it spins better... i am really hoping that when i took it to a used tire place, they did not over tighten the lug nuts and bend the wheel.
 
It sounds like when you replaced the rotor you tightened the big 54mm?? nut too tight when setting the bearing preload.

You want to set it using a fish scale hooked to one of the wheel studs.

Is it the brake calipers rubbing or the wheel bearing maybe? You could pull off the caliper and if it is still rubbing you know the wheel bearings are set too tight.
