So my 1988 bj74 decided to develop some issues this weekend. First of all it would not shut its self off while I was out on the trail, but then on my drive home it shut off at a light and would turn over then shut off immediately. To get it home I disconnected a vacuum line from the VSV.

So I assumed that the problem was a faulty VSV and swapped out one from a friends 24 volt 1989 bj74 and it still did not work. I put power to my VSV and can hear it clicking inside. I figured this means mine must be fine. Anything else I should check/try?

any help would be appreciated.
thanks!

Was the VSV working on your friends BJ74?
If your turbo leaks oil this can build up in the vacuum lines and the VSV. Make sure the vacuum lines are clear and flush the VSV with fuel to clean out any oil residue.
When I replaced the VSV on mine [120k km] I relocated it to the firewall, since the location on the engine block is not good at all.
No VSV problems since then.
