I've had good luck using the "campendium" app on my iPhone to locate spots... Badlands are awesome. Just visited last week...

I camped at Cedar Pass campground. It was nice, but the site next to mine was flooded and there were lots of mosquitos. This was back at the end of May. I had to call to get a spot. They must hold a couple spots back for walk ins.

If you enter from Wall (coming in from I-90), you can primitive camp right outside the park for free. You'll see some cell towers on the left before the entrance and that's where you'll turn. Follow that road until you decide on a spot. Nice area with plenty of campers and cell service if I recall correctly.
