So installing my winch onto the new bumper and for some reason the solenoid clicks either for a sec or 10 second( if I hold down the out button on The controller) however nothing happens with the line moving.
I checked the voltage on the cables and we are around 12.5 volts when the “in”is clicked.

I’ve made sure all wires are connected correctly and no shorts in the lines.

Could a wire solder on the controller lines potentially cause this issue, just thinking outside the box

Bad ground or just bad solenoid.?? Did you check to see what voltage you have at the signal feed on the solenoid? Try jumping the solenoid. batt cable side, use jumper cables to handle the load.

Hold on, that is a contactor not a solenoid. Make sure you have it hooked up correctly. You can still jump it to check it.
 
I have a warn M and I have it connected with an Anderson plug to the battery. Whenever the Anderson plug isn’t seated correctly with good contact, it makes the same noise. So yeah, I’d start with checking the main positive and ground connections and then take the contactor apart to check the connections inside.
 
I wonder if it’s my + connection at the fuse breaker the neg is connected to the main battery.
you want both pos and neg to be connected straight to the battery. It will pull upwards of 500 amps
