Talking about principles (YMMV), though, one should keep in mind that increasing the air velocity may not have a significant effect if the main resistance to heat transfer is on the "inner" side of the radiator. IOW, one still needs to make sure that the liquid side is in top condition (no clogging, crud, good coolant etc), just adding a fan may not help much or enough if the other side is not up to specs.
