I tried to figure out what it's for. Thought it should be the reverse lights but apparently it' s not. Tried all the ways but seems no light at all.

The owner manual didn't mention it either.

Any one know what it's for? or just fake cover? Any use of it? like add an extra reverse light? or red DRL for the rear?

I have the same tail lights on my 99 and they are the back-up lights. Though I do not have the back-up lights next to the license plate.

Interesting. Just checked back all year's manual, and looks like on 2003 model year, Toyota/Lexus engineer made the "improvement" to move the back-up lights next to the license plate, and then left the original location as is covered. Not quite sure what this change has improved but I do think it's a bad movement. After all, most car has back-up lights integrated with other tail lights together, and it's also where people pay attention to. I could say it imposed a minor safety issue.

Anyway, it's good to have a spare integrated spot for something else. Any bright idea what to put there?

It was not a great spot for back-up lamps imo since the positioning of the bulbs prevents a good spread. I had to put some pods in the rear bumper to get decent back-up light.

You could install another set of back-up lights for extra output/redundancy, or you could install rear fogs. Or a combination of the two.

Guess will have to open it to see what can be put in...
