Anyone know of a decent welder/fabricator in SE Michigan?

I'm in Ann Arbor, and have the Mother Of All Rust Holes on my LX470's frame. I'm desperately seeking a welder (preferably an *affordable* welder) who can get this patched up so I can sell it and do what I should have done in the first place: get one from down south.

Hopefully the torsion bar doesn't have to come out to do the work, but if it does, it does. I've gotten a few quotes from welders for $500-$700, but they're shadetree guys and I have no great way to verify if they actually know what they're doing or not...

This is what it looked like after I removed all the undercoating to reveal what was hiding in there:

For what it's worth, the rust color all over the frame is dust generated from a LOT of wire brushing with the grinder...
 
It certainly isn't the greatest thing in the world, but really I kind of doubt it is hurting the truck structurally yet. Unless its worse than it looks, you could put rust converter on then undercoat the area and send her to market. Not saying hide it, but make an effort to stop it. Funny thing, my michigan 80 series has less rust than the one I bought in missouri
 
I didn't think about the liability, but then again, they should be insured for such things anyway. That actually makes me wonder if it wouldn't be worth taking it to an exhaust shop to see if they would patch it. They are accustomed to awkward patch work, most likely are well insured, and often work cheap. That patch really isn't all that tough except for needing to be on a hoist and getting that rust out of there.
