another water seperator question

If I understand the insides of a BJ70 water seperator correctly, then it is simply a housing that depends on gravity to let the heavier water sink down, away from the fuel.
wouldn't that mean that if the bolt on the bottom of the seperator is opened, there should either be water coming out, or, if there is no water, fuel?
nothing happens if I open mine. is it clogged, or am I misunderstanding the system?

Its clogged with crap take out bolt and stick it with a paper clip to clean it out. oil floats on water. I guess that means water is heavier than dfo! lol
 
It may also help if you crack the bolt on top open to allow air to enter as water/diesel empties out. If you already have opened this and its still not draining, I would take the time and remove the separator and run some diesel through it to clean it out.
