Hullendersauce came by the house to compare vac hoses the other week, and I noticed, with our hoods open, I do not have the adjustment bolt (or whatever you call it on my alt bracket. (see#75 & 13)

How important is that? Could that be why I have a fluctuating voltage reading?

The bolt just makes it easy to tension the belt. If the belt isn't slipping then its not causing voltage variation. If the variation is just a couple volts every now and then, don't worry about it.
 
its nice, but not really needed, when I put on a mean green alt, it did away with the adjuster bolt, you just use(carefully) a prybar to adjust, which is how the early cruisers were when new. If the tension is good, no it should not cuase your voltage to bounce.

I did use a pry bar to install - thanks for the clarification! I jokingly called that the "fine tuning device".
