LJ70 - Alarm Problem

I have a 1992 Landcruiser LJ70 (Bundera) and it has developed a ticking from the Alarm/Central Locking relay situated under the steering column. It ticks constantly if the vehicle is running or not. If the vehicle is left turned off, this relay continues to tick and after a few hours the batteries are flat and I can't start the vehicle.

Another problem I have is that the central locking works if I unlock the vehicle but if I want to lock the vehicle it does not and I have to manually lock all the doors. The vehicle had been to the garage prior to this and they say that they only disconnected the batteries to remove the gearbox. (to prevent any shorting) The button located in the door handle to lock/unlock the vehicle also only unlocks the doors. I have dismantled and cleaned the contacts in the door control with no remedy.

Are these related as they have occured about a month apart and could possibly on the same circuit?
