Now that I am nearing my rear bumper and tire carrier build, I need to figure out a solution to the rear license plate requirement. I was thinking of printing a color copy of my plate and laminating it, then attaching it to the boom arm of my carrier but I don't know if that is actually legal or not. What have you guys/gals done?

i think you can just screw/attach the license plate and its frame next to the hitch. Here is how it is mounted on my bumper, on the jerry can carrier. I think anywhere visible is fine, at least in California.

Do you have to have a light on the license plate?
 
Mine is on Jerry can holder as well and no light. Colorado plates are highly reflective so I don’t run one and know others that don’t as well.
 
I have a LED light in my license plate frame (on the jerry can holder). Not that hard to wire up.
