I'm looking between a 2002 cruiser and a 99 4 runner. The runner has the locker, lift, tires etc. I'm fond of the cruiser but wanting to know what I will need to add to it to go throughout the Az trails? Can I just add off road tires and skids, and sliders and be good to go? Any advice info much appreciated
 
You'll find the 100 to be much better all around than the 4Runner (comfort, power, etc.). I came from a 4Runner myself, and there's simply no comparison. Throw some 33's under the 100, get some sliders, skids if you wish and go enjoy it.

Well mine has the rear locker, and I do use it, but probably wouldn't need it if I had the ATRAC like the one you're looking at. '98 and '99 had the rear locker, just like the 4Runner, if that's what you're looking for. I have zero lift, and will be adding about an inch in spring hopefully, but I really don't need it for these 33's I'm running. I mainly want a bit of extra clearance for chains, but I've ever needed those on this truck either. You'll find a 100 to be extremely capable in stock form.
 
How much space do you need? How much weight will you carry? What is your trail type? What is your budget for mods? Repairs? They are two different vehicles and it's more than just 'what's better'. What is better for me might not be better for your driving style.

The 100 is bigger, heavier (by a ton, loaded), and in general more comfortable. For 'Expo' use the 100 may win.

The 2Gen4R could be a good rig for modestly technical trails. Being lighter and smaller it has some advantages over the 100, although it is weak on power. It might get 2 mpg better than the 100 (stock), but neither is known for fuel econ. If I were solo, I'd definitely consider one.

Both are IFS so neither would be any kind of a real crawler without extensive modifications.

Both are made in Japan of high build quality. Both have above average reliability but both also have their weak points.

Lastly, it sounds like the 4R is 'built'. Unless you know and trust the owner I'd avoid a built trail rig. YMMV.
