My daughter has a 99 4 runner that needs rotors replaced or turned. It's got that wobble, shimmey when you put the brakes on. I've done alot of brake jobs but this one stumps me. Pulled the tire, pulled the caliper, but the rotor wouldn't budge. Is there something I don't know? It's a 2 wheel drive.

No, just hit it with a rubber mallet. No joke.

And here's a tip: replace those with some Brembo rotors. If you replace with stock they will just warp again. I've had great luck with my Brembo rotors and new stock Toyota pads. 50k and a lot of trailer towing (including across the US) with no sign of warpage.
 
Yep, sounds like a good whacking in order to get them off. Had a 99 come through the shop a few months back and we used the cheap rotors per customer. The "made in China" rotors were back a week later w/ warpage. Turned them and saw them again a week later. Sent the cheap rotors back and got the premium rotors that were more than twice as much as the cheapos. Never saw it again. Definitely need the good ones for this vehicle!
 
I have Brembo rotors also, after messing around with stock rotors. Fixed all the warping issues, even in the wet British Columbia weather.
Can't avoid braking in puddles etc. around here all the time, the rotors are still fine after 3 years.
