99 4runner 4wd problem

I just bought my son a 1999 4 runner limited. It will not engage the 4 wd. It is the shifter with the push button on the side. The 4wd light does not come on either. I checked the 4wd fuse and it is good. Is there a sensor or control module or anything else that would be a good starting point. Thank you.

Did you try engaging it while slowly rolling forward with the transmission in neutral?

On a 99 I can't remember if they had changed the t-case setup, but on my 98 the button is on the side of the H-L shifter and pressing it does 2 things. It actuates the solenoid that engages the front output on the t-case and also engages the front axle disconnect to tie the passenger side tire in. I would suspect one of those 2 things isn't happening. I would start at the axle
