if i were putting this in a front FJ62 axle, Does the E - locked landcruiser diff require the same "notching" as the mini truck axles minus the inner axle shaft mod?

It's a smaller notch than the mini-truck mod, but this is not the right diff for your fj62 axle.

It's a 4.3:1 ratio with 32 spline shafts for a 100 series.

Even if you had custom axles made for the 32 spline you would still have to deal with the 4:30 ring and pinion. This would really be a easy swap into a 2000-2002 100 series if he still has the short side axle with the long splines.

I agree. If it didn't sell I was gonna use it in a kids buggy in a few years or a single seat low hp crawler.
