89 FJ62 - need your advice on an offer

I'm looking for a car the kids can drive to high school.
Yesterday I drove that 89 FJ62 that was in Criaglist, it runs Ok, cold AC, all stock just old and somewhat beat up, sloppy steering, rust in all the usual places, failed emissions.

Two questions: with some work what kind of gas milage can I get out of it and based on my notes what should I offer on it?
