'89 4Runner Rust!!!

I have an "89 4Runner that I'm trying to fix the rust on. I have an opportunity to buy some rust free quarter panels but I've got no idea how to remove the old ones and replace them. Any help would be greatly appreciated!

Get the new panels, mark the edges on the old ones and cut and weld. Probably will need to drill out the old spot welds.

The hard part is to paint the seam on the back of the panel after welding. That seam may rust in the future.

I was thinking more along the lines of taking the topper off and pulling the whole quarter panel and then slapping the new one on...i'm not near skilled enough to weld the sheet metal. the only problem is when I pull the topper off it looks like toyota riveted the top of the panel to the inside panel....any suggestions on how to pull the whole thing off?
