86 fj electrical issues

Friend of mine has an 86 fj (my old wagon) and tis is the email he sent last night:

hey man, i am having some electrical issues on the toyota and wanted to get your opinion. basically, battery is brand new, everything started fine and now when i turn the key i get no lights (dash or headlights), or turn over. it jump starts though. when i put the battery in after charging it to make sure that wasn't the issue, i got dash lights and head lights until i turned the key and it all died and won't come back-any ideas?
 
Need more info me thinks.

Some questions that come to mind are:

1. After he jump starts it will it keep running after the cables are removed?
2. What is the voltage at the battery terminals after the cables are removed (while running)
3. What is the batt voltage when trying to start the truck?

This could be a number of things some as simple as dirty terminals or a bad battery (even though it is new) battery.

Fusible link.... I'll bet you a buffalo nickel.

Take a multimeter, see if you get 12V on both sides of the fusible link. I believe headlight/dash/tailight is on the red wire. If you get a voltage drop along the red wire, the fusible link is toast and needs replaced.
