'84 fj60, 2f runs great but idles too fast

I'm not too mechanically inclined, so I have limited skills under the hood. In a nutshell, my cruiser (all stock '84 2f engine) starts great and runs strong. Power through all the gears is very good and the mileage is good.... Here is the big but, for the past 3 months it idles at 1500 rpm when warm. You only realize you have a problem when you come to a stop and the engine races. It's a very smooth fast idle.

I have the emissions manual and all the hoses are hooked up correctly. I can't find any vacuum hoses that are torn. I had a Toyota dealership install an exhaust manifold gasket which fixed most of a manifold leak, but it still does leak a little according to the mechanic. At the same time they also did an engine tuneup. It was idling properly before and after they worked on it, but the problem started a few weeks later after I had moved 500 miles away (Murphy's Law).

I was hoping to get some ideas on things I could check. Thanks for reading and giving this some thought.

just a thought is the high idle cam on the carb not releasing?
 
Is your A/c compressor on for the ac or defogger? There is an idle adjust that only is active when the compressor is on. its in front of the carb towards the radiator. If they removed the carb to get to the manifold then they might have changed this ac idle adjust without knowing.
 
While trying to check out the high idle cam, I noticed that the choke wire clamp isn't holding the end of the choke cable properly and the whole cable (outer and inner) is moving. Looks like this clamp is defective and I'll replace it. I can see what I think is the position screw for the high idle cam isn't making contact with anything. Like the cam isn't returning to it proper position.

If I can get someone like Jim C to rebuild my carb, does some of this linkage (high idle cam) get sent in with the carb where he could see if everything is working properly or is the carb totally stripped before it's mailed out?

As for re torquing the manifold,... I'll need to get that done. Beyond my abilities.

The AC on / off button is in the off position. The AC is inoperable.

Have you verified that the choke is not stuck closed part way?
 
Getting back to my fast idle problem where the engine runs great but idles way too fast (~1500 rpm)... I've found that when I disconnect the fuel cut solenoid valve the rpm's will immediately drop to 650. Idle at 650 is not perfectly smooth idle but accpetable. However, with the fuel cut solenoid disconnected it seems to stall easily when I let off the gas.

I'm not sure what this is telling me or how I solve the problem?

Idle adjustment screw on the rear of the carb been checked? Try replacing the fuel cut solenoid. It stalls when it is disconnected because it needs power to stay open.

I have the same problem. The PO did a carb adjustment or something and jacked it up. A friend is a certified master mechanic and he took a look under the hood and said the adjustment screw seems to be broken off because it is screwed in deep and still idles at 1500 rpms. In my case they don't sell that screw seperate. Anyways something to check.
