I always have trouble valuing trucks like that that need SO much work. What would you guys put it at?

My personal value on something like this is probably not the norm, but I wouldn't give more than $2k for that. $8500 is stupid money. He'd need a ski mask and a gun to get close to $8500 for it. I feel like sending him an email to tell him to keep the bumpers. He will save someone the trouble of taking them off. Some people should not be allowed around tools.
