4wd will not engage

Is the low box gear lever linked up with the 4wd hi ratio. the low box lever goes into gear but not 4wd ,also vsv's switching fine got vacuum and power to the vsv's no hi ratio either

problem solved was the metal pipes to the actuator on the transfer case they were blocked and i replaced them with new hose and 4wd started working again
