4WD engagement problem

Hi Folks,
I have a 1992 Hilux Surf w/2L-TE.
I have noticed this winter it took longer and longer to get the 4WD to engage, now it isn't working at all.
Here's an interesting wrinkle.
I put it on jack stands, engaged the 4WD, the front drive line would spin but the wheels didn't lock-up.
I then grabbed a vacuum pump and put it on the front axle actuator and got the front wheels to engage, I then started the car and engaged the transfer case only to find now the front drive line WON'T spin.
Anyone know what the Cobb is going on here??
I am unable to find much of anything on all this in my manuals, if someone has data on this I could use it as well.

Trace your vacuum lines and look for damaged or rotten hoses. Had similar issue with my F250SD last year.
