I would get a 230V welder from one of the local home improvement centers like Lowes or Home Depot. It helps if you can get a DC welder that puts the electrode on the negative side. This makes welding steel with a stick a lot easier. If you can afford it, I'd settle on one of the small MIG welders that are out there. They are also sold at the home improvement stores.

Buzz boxes (Lincoln 240V tombstone AC welders) are cheap and will do the job, but you will need to run AC rods, like 6011, 6013 and or 7018AC. They also tend to have low open circuit voltages so some rods are specailly formulated for them.

DC welders are more versatile and are easier to use, but they cost about $100 more. Most of the time you would want to run them DCRP or electrode positive because you get better penetration. Use DCSP or electrode negative for small gauge or sheet metal.
