I have had trouble w toyota basic service. I know it is their new peon employees doing these services, but I have had skid bolts stripped, the wrong grade of oil put in, hood scratched, and a filter overtightened (used a wrench) which resulted in splashed oil all over my engine bay (the last time I trusted toyota w oil changes). The paper filters on these worries me even more that my filter would not even get changed at a dealer or other mechanic. I used to make marks with a sharpie on the old filter to ensure it was changed.
I now do my own maintenance, and keep the receipts. It is a PITA, but from experience, I dont trust Toyota's lube techs. That said, I agree that it is odd that someone skipped the free toyota maintenance, as most people want the free service. As much as these rigs cost, I would keep looking unless you get a screaming deal.
