LATEST UPDATE:

Horn only works when the steering wheel is turned.
So it appears I need a new steering wheel "clock spring"
84306-0E010
Clock Spring
List price $319, online toyota parts $219
Chinese part in fake toyota box on ebay and amazon $30
Controls the airbag wiring, so no Chinese copy for me

old info:

Horn Fuse is fine
Horn Relay is fine - applied current and circuit closed
Horns are Fine - work if I connect the two points where the relay closes horn circuit

So I am guessing a loose wire in the steering wheel somewhere. Has to be somewhere in the wiring between the steering wheel and the relay.

Any instructions on how to access the horn wiring in the steering wheel?

Thanks

Had time to open up today. The grounding wire spade plug was on tight already and connected with the top black cased blue wire into a connecter. I also wiggled that connection hope to fix up anything loose. No luck. There seem to be horn switches on both sides. An aluminum bar that presses in some spring switch. Going to look and see if those spring switches are a part I can order. Would mean both are not working which seems very unlikely unless I have been running on just one for a while. Any other ideas? Thanks. Video was very helpful. Bolts holding in horn pad/airbag were T30s.

First pic is the bar switch for horn (one on each side)
Second shows wire from spade ground into connector (top wire black case blue wire)
Third pic is the spade ground connection

Did you ever figure this out? My horn is blowing fuses. Time to open it back up again.

I replaced the clock spring. Wasn't the issue.
