2008-2011 Fog Light Housing

The previous owner looks to have tapped the front bumper, and as a result both fog lights shake because it appears one of the two mounting locations for each light has broken loose. I've crawled underneath and it seems the mounting bracket for the outside of each light was formed as part of the actual bumper itself and is broken off, so I don't think I can secure it with a screw without punching through to the outside of the bumper. I don't think glue would hold either. Any ideas?

Plastic weld new tabs on the bumper, or device a new way to secure the lamps fabricating new aluminum brackets that secure from the underside of the bumper instead of the bumper light opening so you can screw through the bumper from underside.
 
I’d suggest getting the bumper skin off to have a better look. I know it seems daunting but is actually pretty easy and quick.. though I would advise having a helper. It’s not heavy but the assembly is large and flexible enough that getting everything to line up on reinstall is tricky with only two hands.
 
Just went through this fix. There are three mounts on each fog light. One at the center top of the fog light, one inboard, and one at the bottom outside. The bottom outside mount is molded into the bumper skin and breaks away fairly easy. Both of mine were broken with clean breaks from the bumper, so it was easy to see where they detached.

I recommend removing the bumper skin to fully assess and fix the mounts. I bent two aluminum straps and riveted them through the bumper skin to reattach the original mounts that broke. Unfortunately no photos of the fix.

Yes you can. I used body color touch up paint on the rivet heads so they don’t standout.
 
I have this exact same problem. Glad you posted this. These are the only two pics I was able to dig up off the web a while back. Mine are completely gone.
