2005 LC Headlights Stopped Working

While driving a few nights ago, my headlights suddenly cut out - no low beams, no high beams, both sides - but high beam flash works, and all other lights (parking, tail, fog...) operate normally.

I have tested all 4 of the headlight fuses and they all test good. I welcome suggestions about any other tests that make sense given the conditions I've mentioned.

Without other tests and from discussions covering this or similar situations in the past, I'm concluding that the relays are the culprit and that the fix requires replacing the entire engine room junction block assembly.

That's not really a pleasant thought from either the procedure (I've added other things around the fuse box that will also need to be removed) or the cost standpoint ($608 is lowest so far).

Since the discussions I have found that have covered this are at least a few years old, I'm wondering if anyone has come up with a different solution more recently?

If not, does anyone have a source for the junction block that has better prices?

I raised the above issue awhile ago, and have yet to do any further testing.

In the meantime, a question came to mind that I haven't figured out: does the fact that the "flash" function works lead to or eliminate any possible fault (other than the light bulbs are not the issue)?

Any ideas will be appreciated.
 
Time to diagnose the steering column stalk if FTP works
 
Thanks...I considered the stalk but because the parking lights and flash work, I'm thinking that's not where the problem is. Also, the lights suddenly stopped working while they were on, which leads me to thinking something blew.
