2003 100 series clicking under the gear stick

the clicking happens upon pressing the brake pedal
it happens in park
and it happens underway at speed

its loud and you can feel the click with your palm on top of the center console

any ideas?

That is normal. The shifter lock is disengaging when you apply the brakes. Automatic transmissions require a safety lock so you don't bump the shifter into gear and roll away.
 
Can it be fixed cheaply?

I have been in 2 other 100 series cruisers (1999 & 2005) that do not make this noise
And at only 88k miles it does not seem correct?

Can it be fixed? Probably not without replacing the entire shifter assembly. Unless is sounds like a .22 going off I wouldn't worry about it. I am not sure if it's greased, but it could be low on grease and not making a smooth cycle.
