2000 Land Cruiser Fuse problems

Hi.
We just added a 2000 Land Cruiser to our family of Toyotas and we intend to buy another... (FJ60, 1994 Toyota Pick-up)... So, the other day, I plugged in a cigarette lighter cell phone adapter and heard a POP!
Now, the radio doesn't work. The whole panel is without lights - the clock, the lights in the Temp controls, rear defrost, etc. Not sure if the cigarette lighter works. I think it's a fuse... but the fuse in box under the hood (where it says "RADIO") is not broken.

I have seen people say, "Check this... check that" but I don't know what a "kick panel" is so I cannot located the "other" fuse box.

Please help me with this. A picture would be nice. The Owner's Manual doesn't help.

Also, is there supposed to be a support rod for the hood? You know, so it doesn't slam into my head while I'm looking at things? Or am I supposed to depend on the shocks?

Kick panel is what you kick with your feet. Look down by where your left foot would rest when you're driving, there's the other fuse box. The owner's manual has the diagram for what's what.

Your hood struts hold the hood up and it sounds like they're shot. Look literally like 5 threads down, there's a thread on where to order replacements.
