So what does it do? Why do you need to adjust the headlights from inside???

If the car isn't level - e.g. loaded heavily, you can correct the beam to avoid blinding other drivers or point the beam down when in a queue of cars etc. All cars here (and Europe?) come with this, unless equipped with Xenon bulbs.

Also, why would you need to idle up the engine? Is that a diesel thing?
To boost the heater when, e.g. sitting in the car with the engine at idle in freezing conditions. I think it is a diesel thing.

You have the answers to everything! Haha, I don't think I need to "idle up" anything here....it's over 100 outside!
 
Yes it is a stationary heating aid only, it only works in park or neutral to get the engine coolant up to temp (for heating the cabin) then automatically cuts out when warm enough.
I thought about modifying it on my 100 series to use for winching, but it is an input direct to the ECU IIRC. So I would have to also energise a relay from the idle up switch to switch in a resistor in place of the coolant temp sender to trick the ECU into thinking it was cold, which is doable I expect but I haven't gotten round to it.
