2 battery BJ70 starter only has 12V?

I have a Canada spec BJ70 with 3B 24V start/12V everything else.

I'm only getting 12V to the starter.

Does anyone know if there's a switch that controls power to the starter? Like a series/parallel switch? I know turbo diesel 80 series use them.

Or perhaps my batteries are connected incorrectly? Currently each battery has its own ground at the battery tray, and on the engine block, and the positive wire from the secondary battery is attached to the positive terminal on the primary battery. Should the power wire from the secondary battery also be attached at the starter post? That would put 24v at the starter, and the small signal wire gets 12v, right? This makes sense in my head but then the second battery wouldn't recharge. So that doesn't work.

I was thinking my starter itself was the issue, but after pulling it this afternoon, and checking out the contacts, they looked fine, so I decided to check power at the big power wire and sure enough, only seeing 12V there.
 
What year is it?
Canadian spec BJ70s never had 24V start/12V everything else like the HDJ81.
1985s are 12V, '86 and '87 are 24V.

If it's an '85 it has 2 batteries wired in parallel giving you 12V.

To get 24V the batteries should be wired in Series: neg terminal on Battery 1 is connected to pos on Battery 2, neg Battery 2 is grounded to body, pos Battery 1 to starter. This way you get 2 times 12V = 24V.

If wired in Parallel, neg on both batteries would be grounded to the body and pos for both would go to the starter. This way, you get 12 Volts but 2 times the amps.
 
If I am reading right, pos cable to pos terminal is same as Parallel...makes 12V.

I do not know how yours is supposed to be wired.

Edit: I just looked at some parts diagrams. BJ70 guy is absolutely right.

It's an 85. I just figured the 2 batteries meant 24V start. Guess not. So 12V to starter is normal. Guess I'll continue looking into starter issues. Thanks guys.
