Take the turbo off - problem solved. Intercooler will help, but there's no getting around the fact that the head itself has less coolant flow.

and bonnet scoops

What is the bonnet scoop attached to? The cooling system works by creating a vacuum in the engine bay so as to force all the air through the radiator. When you force feed air into the engine bay via a bonnet scoop, you take away the vacuum that draws the air through the radiator.
Bonnet scoops are used for force feeding airin to superchargers or intercoolers. They dont cool engines down.(unless its an aircooled engine)
You need the shroud fitted and the plastic or metal guard beneath the radiator.

The best and only way to cool a liquid cooled engine is get as much air through the radiator as possible and draw the heat from the coolant. It is the most efficient way to cool an engine
