I was looking at a 99 LC and wanted to confirm how the L and H range work with the center diff lock - in the manual it states you can shift from high and low with the car in neural then engage the center diff lock with the switch on the dash then also the rear diff lock with the knob to the left of the steering wheel

when I engaged the high to low gear the center diff lock light came on and the car felt like it was trying to move with the handbrake on? is that normal - im guessing not

any insight is appreciated
 
In the 1998 and 1999 models the normal behavior is the center diff lock engages when you shift to low range. If you want to have fully manual control over the center diff lock (like 2000+ models) you will need to do a mod. Search for Pin 7 Mod here, at Slee Offroad or click the link in my sig for how-to's.

Well low range is pretty low and if you are on pavement with the center locked it can get pretty wound up feeling... try it in the dirt.
 
they've already explained that the diff lock comes on automatically when in low for your year of rig - the reason your rig feels like it's gonna move with handbrake on is because it's in low=more torque=wants to overcome handbrake. you may need to adjust your hand brake if it was all the way up but not grabbing enough. easy fix that you can search here or in the FSM.
 
that's not what he was asking. what you are describing is because of the massive gear reduction in the low range vs high. Think of it as 1st gear vs 4th gear, in 4th its takes less revs to move the same speed as i 1st. Same thing in high vs low in your transfer case. So it feels like it is working really hard to achieve a certain speed, but that's what its supposed to do.
