1981 Drivers Wheel Well Captive Bolts?

Can anyone tell what these are for? They are 6mm X 1.00

The passenger side has these for the jack rod so I’ll be moving these over. Just don’t know what the driver side are for…?

Close up's are nice but a wider field of view is useful too, Year/model/market when asking for help can speed up the process.

1981 US spec FJ40. Nothing was attached here when I bought it. Those are the last of the chopped out pieces of the old tub. Maybe something to do with a tool bag hold down?

Passenger side that it rubber band to hold the tool kit. Driver's those are for the tow jack rods holders.

A third bolt in clip holds the strap where that captured nut is.

Thanks again everyone. Ordered the jack rod brackets from Toyota Matt, decided to focus on this today and get it off the to-do list.
