1970 What does a top steering column bushing look like?

Question. I'm putting my horn assembly and steering wheel back together and I see something might be missing. I think this might serve 2 purposes, possibly to take a little slop out of the column/wheel and also better isolate the horn ring from the column shaft. Does anyone know who might have these? or have a hack to make one or have a photo what it actually looks like?
